OBDII not working

Default OBDII not working

So my SES came on and my scanner won't power on when I plug it in. I tested the scanner on another vehicle and it works. I checked pin 4 and pin 16 on my truck's OBDII plug and there is no voltage. Is there a fuse in line somewhere? Has anybody else had this problem?

there is a fuse but I dont remeber where it is if I remember right it is a 5amp fuse....I would check ALL your fuses with a test light....I think it shares a fuse with something else its been awhile since I have seen this problem

So the wiring diagram shows that the data port is connected to power with the cigarrette lighter. My lighter socket does not have power. I checked the fuse panel on the driver's side but the fuse for the cig lighter is not on the diagram. Is there another fuse panel where the fuse is located?

The fuse is located in the fuse box under the hood had the sme thing in my truck
