Default Fuel delivery...frustrated

Okay gear heads...I am stuck and need some help. I just registered, I have a fair amount of knowledge pertaining to auto mechanics but I have reached that limit! Here is the issue. 2000 F250 Superduty, 5.4, Lariet...285000K (no trading in, I love it)

Truck started hesitating, felt like it was missing, check engine light came on. Had that checked out, diagnosis was misfire on #2 cylinder. Fix: Replaced plugs, boughtFord racing coil packs (expensive).Did not fix problem. Truck continued to run the same but engine light did not come on. Next, new high flow catalatyc converter, new 22lb injectors...still no change to the performance. Ibegan checking the fuel delivery. According to the local ford dealer I should have between 30-40psi at the fuel rail at key on. I have 30psi, when I unplug the vaccum line from the pressure regulator the pressure jumps to 40psi. To me 30psi just sounds low. Any other suggestions?

Also, as soon as I push my overdrivebutton, I blow a fuse. I lose my gas, speedo, RPM. Whats up with that??
By the way, this is the first major issue I have had with this truck, after 285K miles, I am not going to complain, I just need help fixing it.

Any suggestions are greatly appreciated.
