If you take the rubber plug out where you adjust the star wheel, on the brake inside the drum.You will see a spring loaded catch stopping the teeth on the star wheel. Good lighting is helpful, take a screw driver and push the catch back and away from the teeth, Take your brake tool at the same time your pushing the catch and adjust the star wheel to lossen the brake in the drum.
