01 chevy Silverado brake issue
 

01 chevy silverado 2500 non hd 4x4. Alright it started with my ABS Sensor cable severing in half, replaced it and right before you come to a complete stop the brakes kinda flutter and then stop like the abs is engaging on the passenger side (the one that got cut) replaced it and still doing it. Couldent pass inspection because of rotors and emergency brake and was told maybe the reason for the flutter was the rotor (replaced) any help would be great. thanks!
