2005 Sierra 2500hd ecu

I have a Sierra 2500hd that I picked up from a dealership that was a former government lease vechicle.
My question is that I top out on speed at 140km/h(Sorry from Canada)
I was wondering if you can reprogram the ECU to get rid of the speed limitor on it???
