Ac problem

My AC blows hot air at idle but works good at road speeds . I had a guy check the freon he said it was fine Any ideas ?
its a 2005 2500Hd 8.1 engine

Cooling fan clutch is weak. Not pulling enough air to cool off condensor.

Just try to fix out the cooling fan.
