California or MA/ME/NY/VT Emissions?
 
I'm thinking of getting an '07 Silverado. One of the possible dealer trades located by a local dealer is a truck with the "MA/ME/NY/VT" emissions option, which is equivalent, I guess to the California emissions.

Does the MA/ME/NY/VT emissions option reduce performance or gasmileage over a regular federal emissions vehicle?

I doubt those are equivalant to California or it would state California. From what I understand, the standards are higher here than other states.

All Cal emissions does is pump fresh air in the exhaust

The MA/ME/NY/VT emissions standards are identical to California's per the excerpt from the EPA website below.

I was wondering what effect the CA standard had on fuel mileage or performance. If all it does is pump fresh air into the exhaust, then am I safe in assuming it has no effect?

The Environmental Protection Agency (EPA) is proposing to
approve a New York State State Implementation Plan (SIP) revision which
adopts California's second generation low emission vehicle program for
light-duty vehicles, (LEV II). Clean Air Act Section 177 allows states
to adopt motor vehicle emissions standards that are identical to
California's and New York meets this requirement. Specifically, the
State's SIP revision adopts changes to its existing LEV rule by
incorporating a non-methane hydrocarbon standard and various
administrative and grammatical changes to make its existing LEV rule
identical to California's LEV II program.
