Correct me if im wrong

My neighbor came to me today with a problem after his brakes got serviced new rotors and pads.

it makes a clicking and roaring sound when going slow but it stops when he goes faster and makes no extra noise when turning so that eliminates a wheel bearing problem. He also stated to me that the parking brake is alot easier to push down and when that happened thats when the sound started.

my guess is that the parking drum in the rear rotor wasnt adjusted properly and one pad is dragging causing the noise when going slow then stopping when he goes faster.

this is what i think it is

could be that but is the noise coming from the front of the truck or rear of the truck
maybe check ball joints jack the truck up and then use a jack to relieve the pressure on the lower a arm by puttingthe jack under there
and jacking till its suported
then try to wiggle the wheels to see if any play
does he also have steering wheel vibrations

I'm betting you called it right Wiked. If that's the case, adjustment would fix it or wear will let it runout too. Since it started after having the brakes done I'd be taking it back and make them fix it.
