Dead OBD2 port, good fuse

Have a 98 GMC Sierra with a 5.7. have a dead OBD2 port,fuse to cigarette lighter is good.i have 12 volts constant power to the main cigarette lighter but no voltage to other 2 power ports.with key off.i can't really think of anywhere else to check.can anyone shed some light on this?
