Gmc C/K 1500 1997 Question on air intake

Hey guys just wondering what the black box that says vortec on it thats attached to the air intake is for? It comes in all the 89-98 1500s. I am wondering this because i think it could be air constricting. Im thinking its something to due with noise any thoughts?
