can dealers do pcm/ecm calibrations or would it be better to try an aftermarket place?

No. Usually if any dealer even sees somebody has tuned the ECU they void your warranty if you have one and blame any and all problems on that. Atleast that's my experience working at the VW dealership.

We can only put in a program from the general...
say we install a new pcm..we put what gm downloads us for your vin.... or often,there are updates...to correct soimething like a low idle or a false code the pain is how EVERYTHING must be programmed nowdays....a window switch...a radio...cluster...all must be programmed |

well someone was tellin me i need to do a reprogram for a larger engine drop, even tho i still think its more of a fuel delivery problem than the actual comp.

on your 89?..its not programmable...you must change the whole ecm and/or prom

Try TBIchips.com and email him about your engine swap. He should be able to make you a PROM for about $30.
