Leaf spring issue

For the past week or so I have noticed a distinct "bounce" in the back end of my 2002 1500HD. It gives me the sense that the passenger side rear tire is/was out of balance. Through a visual inspection of the rear leaf spring area is looks as though I may have a different issue. The leaf spring looks o.k. but there is a part that looks out of place just beyond the spring. It is a piece that looks to be disconnected from where it should be. The piece hangs from what appears to be the truck bed and is a 3" or so oval in shape.

Not sure if any of this makes sense. Any ideas of what this might be and what impact it is having on the "bounce" I am feeling in the truck's ride?

sounds like an overload spring your bounce could be a tire or shock

Look at some other trucks around town and see if they have the same peice under the bed... other than that have the tires balanced and check your shocks.
