POR15 is really, really good stuff. You have to follow the instructions EXACTLY. They sell the degreaser, first step, called Marine Clean. It will eat your skin off you, and any grease, etc. off whatever you put it on. Use care. The next step is Metal Ready, an acid etching compound. Again, fairly nasty stuff. Then you dry thoroughly and apply the POR15. The resulting coating is damned near impervious to everything. Prep is essentially removal of all and any loose rust. Wire brushing, sanding, etc. and you get the idea. Under a vehicle will suck, big time.
If you are looking for corrosion protection I can recommend "Fluid Film" Its from the industrial/agriculture biz and it simply coats anything to protect it. Its not pretty, leaves a waxy residue and needs to be reapplied every 6months to a year to be effective. It does work very well however and simply sprays on.
