1997 f350 diesel 4x4 Data Link not working
 

I just bought a 1997 f350 diesel. I went out camping this weekend and when I am near the top of any big hills my engine dies. I believe i fixed it because i just replaced the fuel filter which turned out to be black and hat to change the oil because of low oil pressure do to the oil bubbling up. There wasnt any metal in the oil which would make it metallic and it wasn't. there just seemed to be bubbles in it. Now i also just bought a code reader and tried to plug it into my truck, not turning on or syncing at all. i checked the fuses and there was a fuse that was "power plug" or something that there was a 20amp fuse when it was supposed to be 25, and it was already tripped. I put a 30 in it because it the only one i had handyand it still didnt work. any suggestions on what i should do from here?
