06 f250 will not start. turns over and but will not run. code reader shows all cylinders low injectors input circuit. when the key is turned on, sounds like the fuel pump in the tank runs continuously. is it possible the pump is defective?

 

the pump may be on but it may not be creating sufficent pressure i really doubt it thought. i would take it to a diesel mechanic though.
