2500 Auxiliary Fan

The aux. electric pusher fan on my 1995 Chevy 2500 454 is not coming on. I have diagnosed it to this point so far...
All fuses are good
Relay is Good
Fan is Good
It just is not getting the ground signal from the coolant temp sensor. Now here is what has me baffled. The Dark Green wire which goes to the fan temp sensor (the one on the drivers side by the exhaust manifold) has 12V power to it. Why would that be? I would think that would blow a fuse somewhere if the sensor ever closed and grounded itself. I don't have 12V to the position on the relay where I believe the green wire goes though. If I wrap a wire around that terminal on the relay and plug the relay in and ground the wire the fan comes on. This should simulate the temp sensor getting up to the proper temp to ground itself. Help!!!!!!
