Heater Blows!?

Hello. My cab heater will only start blowing out when set at 3 or higher. 1-2...nothing. Why? Thank you.

I'm sorry. It's a 2000 (year) 1500 Silverado Z71.

check the blower resistor..its near the blower motor..the plug likes to melt
