Have you thought of getting a higher stall torque converter? Also, if you're going to get a tune, I wouldn't recommend PCM for less. There are other tuners that have FAR less complaints about the finished product. Check out Nelson Performance. He's tuned literally thousands of trucks and has even been in a couple of magazines. Another option is TRT Performance in Arlington, TX or Charley Wheatley, he has a pretty good track record.
And I'm not sure why there's mention of a "set of cams" but yes, a cam (singular) would help as well. Something around a 216/220 would give nice torque. Comp, Thunder Racing, Futral, and some others make some really good cams for our trucks.
You could also switch to a smaller diamater exhaust pipe (not sure what you're running). I run a single 3" pipe dumped before the axle, but if you're going duals, you need to be around 2½". Too large of a pipe and the gasses actually begin cooling which causes them to move slower which can rob you of power. The hotter the gas, the faster it moves.

I'm running true duals at 2.5". The power on the high end without the reducers is great, and with the reducers low end is great. I do not want to do a higher stall converter since I pull my boat alot and one of the ramps I use is very slick, so I would just spin the tires that way. By the way I pulled my boat today with the reducers on, and when I downshifted going up a hill it actually spun the tires. I really think the exhast valves are the way to go. A cam also in the future.
