I have used carb cleaner with no problems. Jst mak sure to unplug it, then make sure it is dry when you put it back in.

I've actually heard success stories about using block heaters before. I think the rest is common sense. That reminded me to check my tire pressure tho. I still think 13 mpg is to considerable a drop in mileage even for Winter. Maybe if he cleans the MAF, fills his tires up to the right pressure and goes easy on the pedal he can get a mpg or two back.
