What is happening is the compressor is locking up. hence the tensioner and belt broke. With vehicle in park and A/C on rev engine to higher rpm 5000-5500rpm if you get the noise replace the compressor and install a suction screen to prevent material in the system from going into compressor.

Anyways, I'd take it to another shop and have someone different check out the a/c compressor. Argon is probably right though.
