Default Should I go with new headers or a programmer?

I want to get both at some point, probably, but I'm trying to figure out which to go with first. I drive a 97' 1500 4.3l. Weak motor, I know, it's what I'm trying to overcome at the moment. Both seem to have their advantages, but I'm still not sure where to start. Any help would be much appreciated.

the 4.3L is a weal engine but it has potencial. If you have the money I would go straight to a supercharger. Programmer and headers will be good but if you are lookin for some power I would look into superchargers........it would burn most V8's
