On the 96-98 (maybe even newer)there is a Small restrictor plate on the back side off the butterfly, all you have to do is remove the two screws and open the butterfly and pull the butterfly and then you can grind or cut the restrictor off and reinstall really noticeable with good filter or cool air intake.
