definitely not factory and looks like it would be for a phone.

 

The piece on the left is a hands free microphone and the one on the right is a surface mount antenna for the phone when it would have been in use. If you have nothing else related to a hands free cellphone in your truck then you can remove it, just be careful, sometimes they remove all the trim to run the wiresand things can snag badly if you are not careful. Otherwise just cut the wires and remove the equipment.
