Default 1997 blazer won't start

the vehicle is a 1997 blazer with a 4.3 V8 4X4.

here's what happened.
1.buddy put a new fuel pump in last year but found out today the O ring wasn't sealing at all.
2. gas tank had a leak and needed replaced.
3. last week out of no where it didn't start.
4. buddy took it to mechanic.. it would run a bit on starting fluid.
4. mechanic states tank leaks, some water in tank, and needs another fuel pump.

we worked on it today.
1. installed new tank and a new fuel pump.
2. still won't start but can run on starting fluid a bit.
3. pulled line on engine side of the fuel filter and got fuel.
4. won't even kick went cranking unless shot with starting fluid.
5. 60lbs of pressure at test valve
questions
1. what effect would water have on the intake? harm injectors or pressure regulator.
2. should I get a can of injector cleaner that hooks up to the fuel line?
3. I'm guessing the pressure regulator or fuel injectors. I read that both are located under the manifold. I'm not sure if it's multi port or not. Does the vin specify if it's multi port?
any thoughts or ideas would be greatly appreciated.
thanks!!

Those use what many refer to as a spider injection system. It basically has one large injector with a hard plastic line going to each cylinder. You are right it is under the intake along with the pressure regulator. It is rare for it to cause a no start condition from my experience though. Usually it will start and run rough. If your getting 60 PSI at the test port and it will only start with spray then I would pull the intake and see what's going on. My best guess would be a pressure regulator issue/failure. Good luck!
