Question Body Work

I have an '03 Silverado 2500HD and want to replace the damaged/dented driver side rear fender. Damage is on both sides of the wheel well and pretty bad. I don't want it packed with Bondo as I intend on installing fender flares to cover the BS mudflap ticket I got, and just don't like the idea of Bondo if it's not necessary. My body guy is trying to convince me this is a difficult job. Is he being lazy or is it really that difficult? And why is it I can only find the rear fender in fiberglass online? Thanks to anyone who can help.

It's a difficult do it your selfer job since the bedside is welded on but if you have the tools and know how to weld its not too bad.
