What exactly is a 10 second car?

Yeah in the fast and furious movie, they keep on talking about the 10 second cars. Does it have something to do with car parts like cold air intakes?So what exactly are they?

it is acually 10.99 seconds or less, less than 10 seconds would be 9.99
