Default No Power steering on one side?

I have a 99 Silverado Z71 and it only has power steering on left turns but no power steering on right turns. Any ideas?

I've NEVER seen it on a p/u..but it must be the rack..front wheel drive cars do that commonly

Wasn't there a recall on the steering boxes or something?
