Exclamation '99 won't start because of alarm

I just got a '99 silverado and don't know much about it. This morning I was washing it and unlocked the door with the key. All of the lights on the dash started flashing (the security light as well) and I figured starting it would fix the problem, but the engine wouldn't start. I just put a new battery in the unlock/lock remote but it's not working. I'm not sure what to do, and I'm starting to get very frustrated. I need some help guys!

thanks,
veronica

Is this a factory alarm system? or an aftermarket unit ???
Theoretically the alarm should be disabled once you put the key in the ignition and turn the power on.

Try a V.A.T.S. relearn. Key on for 11 min key off for 30 sec. Do this 3 times and if dont work, try it again but try to start it every key on.
