My wife has Sylvania bulbs that actually cast a blue light on her Low Beams. I like the LQQK of the blue lights, but not sure what brands are best, w/o spending big $$$$. My wifes were like $70.00 for the pair. I know PIAA's make lights like i'm talkin about but they are BIG BIG $$$$$$$$, for something that may only last 6 mos. Just trying to get some ideas. I think you are talking about HID versus blue tint bulbs right? If so, yeah Sylvania makes "Cool Blue" light bulbs that go right into the factory socket. $70 sounds high but I have no idea for sure, I never had them. HID sytems are supposed to be better, but at a price. They have some sort of electrical unit and heavy duty wiring that needs to replace your stock wiring. It could set you back a pretty penny but they are relatively easy to install and they look freakin sweet. The cool part is they come in pink, white, bright white, orange, yellow and two shades of blue (I think). Look on ebay for a good vendor. I think that will be as cheap as you can get.
