Default Brake drag

I have an 07' Sierra Classic and swapping out tires and rims I noticed the brakes seemed to be dragging when i turned the caliper by hand. I asked a friend who's kind of a shadetree mechanic and he said not to worry that street car brakes are meant to drag. I don't doubt passenger vehicle brakes are built to drag but I'm trying to find out how much they're supposed to drag so I can figure out if I have a problem with my calipers. Turning them by hand the calipers stop as soon as I let go of them on a pretty hard spin

The pads will not clear the rotor completely. There are no return springs so the pads ride very close. If they are really dragging, you should see some signs of heat built up...... Glazed rotors and pads. If they look ok, you're probably good to go.
