Default A/C Problem

Friend of mine has a 1996 4.3 Silverado and it came with NO a/c so he got all the stuff he needed from a online store, and hooked up everything when he filled up the A/C lines with 134A , it showed no leaks but the a/c doesnt work, the compressor doesnt kick in, the bottle he used is 14OZ and i know it will not kick in if the pressure in the lines isnt high enough so i was wondering if he needs more then 14OZ to have the compressor to kick in or what? EVERYTHING is new, unless its defective from the very start.. All wiring should be right, there was no real true wireing eveyrthing was "plug in" really.

any suggestions?

you need to get the system professionally vaccummed down and then filled tgo remove moisture and normal air. Also yes I believe it will be alot more than 14 oz, but I dont know how much. don't waste your time just filling it though as it will never work right without vaccumming it.
