checking fan clutch

Default checking fan clutch

Hi guys, how do you go about checking to see if the fan clutch is functioning properly? I seem to have alot of fan noise at around the 1700 to 2000 rpm level. this is when the truck is running cool. It also sounds as if the fan is surging at this rpm as well. seems to go away at the higher rpm level.
I have checked the friction at the fan when the engine is cold, seems to turn ok, but there is resistance there. I am not sure if it is supposed to spin completly free when cold or have slight drag.
there is no noticable change after the engine is hot (same amount of drag on fan when engine is at normal operating temp)

You should be able to turn is but with some resistence since there is a clutch you are pulling against. As far as the noise, I have electric fans, so got no dogs on that.
