Foam pad under carpet

2005 Silverado 2wd. LT Ext. Cab.
I had this topic posted a while back. There was a bubble in my carpet next to the gas pedal and didn't know what the hell it was. So i finally reached (in a very awkward position) under the carpet and pulled out a square foam padding. I'm guessing it was meant to be under the pedal to prevent from using the saying "pedal to the metal. Idk. Is it meant to leave breathing room for flooring it or what?
