No. It's only 8.4V unplugged. I well check the voltage plugged in.

 

8.4 unplugged at the gray wire?..12 coming out of the relay on the gray wire?..must be rubbed somewhere

Thanks everyone for the info. I checked the pump with the cables connected and found 12V going to the pump but pump not running. I have a bad pump. Now I have to figure out removing the tank to replace it.
