Tow Haul not working

Tow Haul not working
hey peeps
I got a 2008 GMC sierra SLE with a 4.8L
I just bought it and my tow haul isn't working it is wired up for a break controller but the controller has been cut and ripped out
now beeing an SLE would it have the tow package or do they all have it
I checked all fuses but none are blown
can i get some peed back please
