Thats the mode actuator.
The pigtail is a very easy replacement. I can't believe they charge so much. I would get the part from the dealer. I think it was around $25 and comes with the butt connectors. Just match up the colors and splice it in. You will need the resistor as well. Both parts should be under $100 and take about 20 minutes to install. Good Luck!
