Default '99 Dodge Ram 1500 Not Starting

Both myself and my father have '99 Ram 1500's (mine is 4wd) but his has been coming down with a case of the no starts. He took it through a car wash with an under carriage wash and since then it has progressively started giving him problems. At first it would click loud once then nothing, let off the key then try it again and it would start. Then it would be two or three trys, with the same loud click. About a month later now we are up to 75 click and then all of a sudden it starts. He's getting to the point where the battery is dying and the truck might not start. I'm currently investigating the problem but i'd appreciate any help trouble shooting the problem.

while it's most definately possible, I think the PCM is on the passenger side of the firewall way up top near the windshield.. At least, that's where it was on my '97..

I would guess that the coil packs got wet. On my '97, it was down at the bottom passenger side near the exaust manifold.. Quite prone to getting wet.
