wiper problems

Default wiper problems
i have one for all you tecs my windshield wipers will ot shut off even with the key out of the truck had to pull the fuse to stop them any idea whats going on?its a 02 f-350 7.3

It would be stucked due to rust also, just try to put some oil it would be helpful.
