EGR valve unplugged, nothing happens?

Can someone tell me if this is normal or is the EGR valve bad. I started the engine - let it warm up - and I unplugged the EGR valve to see what it would do. Well nothing happened. No change in idle or anything. Does this mean that the EGR valve is bad??
