Default fuel problem

hello everyone. I have a 1993 Chevy 2500 with 4wd, 5.7liter 350 and it has only 30,190 original miles.
It ran great last fall when it was parked, but now it wont start unless i pour fuel into the TBI.
I dropped the tank and replaced the fuel pump. I also replaced the fuel filter while I was under the truck. Still no luck, when I turned the key forward, no buzzing sound from the fuel pump, so I replaced the relay under the hood. Still hasn't solved the problem.
If I unplug the relay and run power directly from the battery to the wire that goes back to the fuel pump, it starts to buzz., so I know the wire to the fuel pump is fine.
In the hanes manual I have for this truck it shows a fuel pump switch in the wiring diagram, but I cant find it anywhere on the truck. Or maybe my problem is in the steering column?

Any help would be greatly appreciated. I'm terrible when it comes to diagnosing electrical problems.
Thanx everyone.

The computor needs to see a crank reference. I have had the ignition module fail and cause the pump not to come on with engine crank.
