Here is a diagram I found. See the little arrow/triangle built into the distributor body. There should be one for 8 cylinder (where the rotor is pointed in the picture) and one for 6 cylinder (at about the 2:30 point in the pic). With #1 at TDC you want the rotor pointing at the 8 mark when the distributor is fully seated. If this is how you have it, and please triple check, then you probably still have the valves too tight.
