Default rear wheel has moved back touching mudflap

anyone out there know why my drivers side rear wheel would have moved back towards the mudflap, actually touching the mudflap? I suspect it could be a broken spring or u-bolt can anyone offer anything on this subject??

U bolts can definitely do this. You're on the right track, just get under there and take a look!
