Default 05 dakota parasitic draw and other electrical issues

I have an 05 dakota with a newer battery and it keeps dying over night, I pulled the radio and that brought the ignition-off draw to 80 mA, thought that might fix it, nope, still dies. I went through and tested the fuses draw rate and I found the IOD(ccn/radio) aka fuse 6 and the ignition run/acc fuse aka fuse 47 collectively draw about 60-65 mA, but the weird thing is, is that the draw only drops when I have them both pulled at the same time, when I pull fuse 47 with fuse 6 in it drops to 75 mA, when I pull fuse 6 with 47 in, it stays at 80mA, and when I pull them both it drops to 16 mA. I think it may be the ignition cylinder because when I have the key off I am still able to use my wipers and the key is able to slide out in all positions. I'm also thinking that it may be gauge cluster related since I have a code for the cluster. I'm lost on the issue and not sure really what to check next and don't have the money to throw at it to replace stuff and see if it fixes it. I posted this on the dodge forum and got about 0 replies in the past couple of days so I'm hoping I can get some help here
