Default 2007 silverado traction control question

I have a 2007 silverado Z71 w/ 5.3, It has a on/off button for the traction control, but when you turn it off, all it turns off is the braking pulse to the rear tires, it still backs the throttle off at WOT. It really sucks, especially on slick hills, you start up with some momentum, but the further you go the slower you get then you just stop. You can hold it to the floor, but it will barely hit 2 grand. I recently bought a edge evolution programmer, hoping that with the transmission improvements would turn it completely off, atleast on extreme setting. But it didnt. Is there any tricks or mods or anything to turn it completely off???????
