88 silverado flooding

My friends 88 silverado is having a really bad idle and it's basically flooding itself.. I believe it's a 5.7L motor carb'd. How do we start troubleshoot to see why it would flood during start up and idle?

Could be timing set to high.
When it is running is there a lot of black smoke coming out of the exhaust?
Might need to get carb rebuilt. Floats are stuck open in carb?.
