Brakes shuttering sometimes, 1999 Silverado
I thought again about an annoying issue with my brakes after coming across the following recall.

When braking at low speeds in certain situations, the brakes rapidly cycle on and off (shuttering). The brakes on my 1999 Silverado Ext Cab V6 Manual Transmission have always done this, so it is not likely the corrosion issue addressed in 05V379000, though my truck was indeed made in Canada.
An example situation is crossing a set of railroad tracks with a stop sign shortly after (20 yards). This requires braking while rolling over the tracks. I regularly drove that route, and the ABS shuttering happened 100% of the time. It occurred on other occasions, such as braking on heavily patched asphalt, or on gravel road washboard.
I rarely brake hard, and am uncertain if the shuttering would cease if I needed to stop abruptly in such a situation.
This brakeing system behavior has always been disconcerting. Are the brakes operating correctly?

I had a 2001 that did the same thing. It was indeed the problem that was recalled and the shutter stopped after having the work done. I finally had it checked when I did have to stop hard and didn't stop very hard...

Tires are 235 75 16, not any water, first years were in San Diego.
The shuttering has been happening since day-1. At the time i thought the shuttering was normal for the system. But the related recall has me thinking otherwise now, 7 years later.
