I have a 1990 Silverado that is deciding not to start, here is what is happening:

I turn the key to start and nothing happens, no clicking no sluggishness no crank whatsoever., gauge lights do come on.

Battery is fully charged, lights, horn and all accessories work perfect, so battery is not the problem.

I replaced the lock cylinder, ignition switch and the safety neutral switch.

We tested the starter by crossing the wires and it kicked in

At the time we were unable to pull the starter completely down, so I'm wondering about the wires at the solenoid if maybe frayed or broken

Does anyone have any other input of what the problem may be before I go pulling the starter down

I would suggest you check all grounds. Make sure they are tight and on to bare metal. Good luck. Let us know what you find.
