Default F350 Electrical Problem

2000 F350 4x4. Brake lights and cruise control doesn't work, they are on the same circuit. Fuse blows as soon as you put it in. I've traced out the brake wires maybe it is in the cruise wiring. Any advice?

it might be the wiring harness going to the cruise in the steering wheel, the wires get hot and the insulation melts, this can be checked by inspecting the wires where they come out of the column, i have seen it twice before.
