Default Leveling Kit

I have been looking into getting a leveling kit for my 1998 F-250 LD with 2 wheel drive. From what I can tell is that it raises the front end by putting a spacer inbetween the shock and where the shock mounts. Now what I am wanting to know is if I can achieve the same result by just installing new shocks that are 2 - 3 inches larger than my stock ones.

I have an 01 f250 and all they did for mine was add another leaf spring to the front,,,do the older ones not have leaf springs in the front?
